The Institute is hereby empowered to establish those auxiliary committees it may deem prudent in order to fulfill the duties and faculties delegated in this chapter. However, the following Auxiliary Committees shall be established as a minimum:
(1) Humanitarian assistance and civil rights;
(2) manufacture;
(3) construction;
(4) tourism;
(5) commerce;
(6) banking;
(7) agriculture;
(8) public and private university community, and
(9) communications.
The Board of Directors shall determine the number of members for the committees and appoint the members of the committees who need not be members of the Institute.
The auxiliary committees shall advise the Institute about specific subjects and if so required, shall submit reports with their recommendations to the Board of Directors for the consideration of the Institute.
In compliance with this task entrusted to them, the auxiliary committees shall procure and solicit the greatest participation possible from the private sector and from organizations and associations.
The auxiliary committees shall be regulated according to the guidelines and procedures set by the bylaws adopted by the Institute.
