To the end of insuring the adequate use of the flag, the Secretary of State is hereby empowered to promulgate regulations for the use of same, and any violation of such regulations shall constitute a misdemeanor. The Secretary of State is further empowered to draft and promulgate the words for the official salute to the Flag.
