§ 428. Standard of living

The right of all children to benefit from a standard of living adequate for their physical and mental development is hereby recognized. It is the responsibility of their parents or guardians to so provide, giving due priority to said right, according to their financial means. With due diligence, the State shall take the necessary measures so that said responsibility is assumed without any unjustified delay.
