§ 5076. [Issuance]

The identification card shall be issued to any person who is sixteen (16) years of age or older and who does not hold a driver’s license. All identification cards issued by the Secretary shall be for a term of six (6) years. The expiration date of the identification card shall coincide with the date of birth of the holder thereof. The effectiveness of the identification card for persons over sixty-five (65) years of age shall be for life, provided it is not suspended or revoked.

Every person who holds an identification card and subsequently decides to obtain a driver’s license shall return the same. In the case that it has been lost, he/she shall submit a sworn statement attesting to the facts. This shall not apply if the card has expired. The identification number of the card shall the one fixed by the Secretary. The cards shall contain all the information permissible by law and necessary in order to duly identify the person whose photograph appears therein.
