§ 5006. Registry of motor vehicles, trailers or semi-trailers authorized to travel on public highways

(a) The Secretary shall establish and maintain an updated registry of all motor vehicles, trailers or semi-trailers authorized to travel on the public highways. For such a purpose every registered motor vehicle, trailer or semi-trailer shall be given an exclusive identification that shall consist of the identification or serial number of the vehicle or the motor vehicle previously assigned by the manufacturer as well as any other number the Secretary may deem appropriate.

(b) Regarding vehicles or motor vehicles, the registry shall contain the following information:

(1) Description of the vehicle or motor vehicle, including: the make, model, color, type, effective horsepower, serial number, and vehicle or motor vehicle identification number.

(2) Name, street and mailing address, and social security number of the owner and/or certified driver.

(3) Any action to alienate or place a lien on the vehicle or motor vehicle or its owner and/or certified driver.

(4) Identification or license plate granted to the vehicle or motor vehicle.

(5) Authorized use.

(6) Payment of annual license fees.

(7) Any other information needed to enforce the provisions of this chapter, or of any other applicable laws.

Provided, however, That every owner of a motor vehicle shall notify the Secretary, as well as the insurance company of the vehicle, of any change in color or body made to said vehicle that alters its appearance, within thirty (30) days after having made such changes. For the purpose of meeting this notification requirement, it shall suffice to remit by certified mail to the Secretary of the Department of Transportation and Public Works a copy of a report, invoice, or receipt issued by the body shop where the change was made or a statement from the person who made the change. Failure to comply with this provision shall constitute an administrative violation punished by a fine of two hundred fifty dollars ($250.00).

It is hereby provided that ten percent (10%) of the funds collected from such fines shall be deposited in a special account of the Directorate of Driver Services (DISCO) to defray expenses relating to the required reprogramming, administration, and maintenance of the DAVID Plus System.

(c) Regarding trailers or semi-trailers, the registry shall contain the following information:

(1) Identification issued to the trailer or semi-trailer.

(2) Any other information about the owner and/or certified driver, his/her address and social security number, liens, characteristics, and authorized use, as well as any information needed to enforce the provisions of this chapter, fiscal or public service laws, or any other applicable laws, or deemed convenient or necessary to include, in the Secretary’s judgment, as established through regulations.
