(a) A written authorization by the owner, tenant or possessor of the property where the sign or advertisement shall be installed.
(b) A use permit or a receipt of the Puerto Rico Electric Power Authority, or the Puerto Rico Aqueduct and Sewer Authority of the property where the sign or advertisement is located.
(c) Two (2) schematic plans showing the place where the sign or advertisement shall be located on the property, including the proportions of the lot or wall.
(d) If the sign or advertisement has an area exceeding one hundred (100) square feet, a project certification by an engineer shall be included.
(e) If the sign or advertisement has an area of one hundred (100) square feet or less, and does not include the construction of a structure, a manufacturer’s certification shall be included stating that the sign or advertisement complies with the provisions of this chapter, except on those cases where a variation is requested.
(f) Copy of the special permit issued by the Puerto Rico Board of Examiners for Engineers, Surveyors, Architects and Landscape Architects of the professional certifying the project.
(g) Evidence that the engineer or architect certifying the project is up-to-date on his/her quotas with the College of Engineers, Surveyors of Puerto Rico or College of Architects and Landscape Architects of Puerto Rico. (Copy of his/her active membership card shall be enough evidence).
(h) In the case a variation is requested, the form so established by ARPE for said purposes shall be included, duly complied.
(i) The change of a picture, image, text or painting of a sign or advertisement shall not require the issuance of a new permit, provided that the frame’s size or structure of the sign or advertisement is not changed nor transformed.
(j) The application for the installation of a sign or advertisement on bus stops shall include a certification by the Metropolitan Bus Authority, by the Public Service Administration or by the corresponding governmental entity accrediting that the place where the structure is located, is indeed a certified bus stop to pick-up and drop-off passengers.
All permit applications for a sign shall be processed at ARPE’s San Juan Technical Services Center. All permit applications for an advertisement may be filed at any of ARPE’s regional offices throughout Puerto Rico. The petitioner may file the application or any other document that should be filed with ARPE, during the agency’s working hours. Any document not filed during regular working hours shall be understood to be filed on the next working day. The applications may be sent by first-class mail, with prepaid postage; by express messenger service; or by hand; but the documents shall be considered to be filed on the date they are received by ARPE. ARPE shall deliver a card with the corresponding number for each application filed, and shall notify the petitioner, by mail, of the need to provide any additional document or information in order to process said application.
