The Committee shall appoint personnel as it deems necessary to carry out its duties. Personnel shall be subject to the provisions of law applicable to public service. The Committee may hire, in accordance with the procedures established for executive government bodies, any professional and consulting services as are necessary to properly discharge its duties, which would be impractical or inconvenient to obtain through the creation of regular job positions.
