The Secretary of Agriculture shall adopt the rules and regulations needed for the implementation of this chapter pursuant to the procedures established in § 1304 of this title and subject to the provisions of Act No. 112 of June 30, 1957, known as the “Rules and Regulations Act of 1958”.
