After the Commission for the Promotion of 4-H Clubs in Puerto Rico is constituted, it may prescribe such rules and regulations as may be necessary for the application of §§ 953—957 of this title, including loans to the members of the said 4-H Clubs in such form and under such conditions as said Commission may deem advisable, in order to attain the purposes of §§ 953—957 of this title, and said rules and regulations shall have the force of law.
