Upon authorization of the Secretary, the funds of the farm bureaus may be used for the acquisition of machinery and equipment for the industrialization of agricultural products, for the purchase of farm implements and/or machinery, and of agricultural supplies such as seeds, fertilizers, insecticides, fungicides, veterinary products, etc., as well as to make loans to other farm bureaus when their financial condition may so permit; Provided, That the articles and goods acquired by virtue of this section may, once they are acquired by the farm bureau, be sold to its associates at cost price; and Provided, further, That said purchases may be made directly by the Secretary or by the representative designated by him, without the intervention of the Service Office of the Department of the Treasury.
