Every farm bureau shall hold a regular annual convention on the date fixed in its bylaws. At said convention there shall be discussed and approved, in the presence of the Secretary or his representative, the general plan of projects and works to be followed, with such periodic revisions as circumstances may determine to be most advisable, and the execution of which plan shall be entrusted to the representative of the Department of Agriculture in said district or municipality; Provided, That the administrative phase of said plan shall always be in [the] charge of the board of directors of the farm bureau; and Provided, further, That the budget of receipts and expenditures, prepared by the board of directors with the approval of the Secretary, shall be covered from the fund of the said farm bureau.
