The Commission for the Survey of the Problems Confronted by the Sugar Industry shall make a thorough investigation of the present situation of the industry, including production costs, quotas, competition, sugar market prices, etc.; Provided, That it shall make a direct investigation of the conditions prevailing in the competing areas of Cuba, Hawaii, the Philippines, and others.
