The Commission for the Survey of the Problems Confronted by the Sugar Industry, set up under § 406 of this title, shall be presided over by the Presiding Officers of both Houses of the Legislative Assembly, who shall alternate in presiding over the meetings of the Commission; Provided, That the said Commission shall have power to select the advisors it may deem advisable for the best attainment of the purposes of §§ 406—408 of this title, taking into consideration, when making the selection of advisors, the various factors related to the sugar industry, such as industry and labor.
