The Secretary is hereby authorized to deny, revoke, or suspend the license of any person who has failed to comply with the provisions of §§ 320—320 l of this title or with the applicable regulations.
Any applicant or holder of a license, who has been affected by the decision of the Secretary of Agriculture denying, suspending or revoking a license, as the case may be, can go before the pertinent forum to appeal the decision taken in keeping with the provisions of §§ 2101 et seq. of Title 3, known as the “Uniform Administrative Procedure Act of the Commonwealth of Puerto Rico”.
