(a) Permanent Fund assets shall be invested pursuant to the rules and regulations enacted for said purpose. Said rules and regulations shall be approved from time to time by the Government Development Bank, in terms of eligible investments for said Fund.
(b) Casa Olímpica shall not be alienated, encumbered, pledged, or otherwise compromised without the consent of the Legislature and the Governor, since Casa Olímpica is deemed to be a historic and architectural monument dedicated to Puerto Rican sports and is part of the patrimony of the people of Puerto Rico.
