The President of COPUR shall summon and direct the second meeting of the Board, to be held within thirty (30) days as of the effective date of this act. This second meeting shall be a special meeting, to be held for the sole purpose of electing the Chairperson of the Board, with the vote of not less than eight (8) of the eleven (11) members of the Board.
