Eight (8) members of the Board, of which at least three (3) shall be ex-officio members, shall constitute a quorum to hold the meetings of the Board. Decisions shall be made by the affirmative vote of six (6) members, to the effect of conducting matters and exercising the powers and duties of the Board; each trustee shall be entitled to only one (1) vote.
