The Secretary of the Treasury of Puerto Rico is hereby authorized to make, with the approval of the Governor of Puerto Rico, such rules and regulations as may be necessary for the enforcement of the provisions of §§ 111—127e of this title, and said rules and regulations, after their promulgation in the manner determined by the Secretary of the Treasury, shall have the force and effect of law; Provided, however, That until such time as said rules and regulations are promulgated, there shall be applied, insofar as not in conflict herewith, the rules and regulations approved by the Executive Council for the operation of the Puerto Rico Lottery now in force.
