The [issuance] of lottery tickets shall unfailingly be in whole tickets, divided into not less than twenty fractions; Provided, That the Chief of the Bureau of the Lottery may, with the approval of the Secretary of the Treasury, distribute the tickets to the agents by whole tickets or in fractions, or both, at his discretion.
