The Additional Lottery System shall be set up in such a manner that it will not affect the public policy of providing revenues for specific public purposes and to ensure the permanence and income of the agents and street vendors of the Puerto Rico Lottery as established by §§ 111 et seq. of this title.
The Secretary shall periodically examine the operation and functioning of the Additional Lottery created by this chapter, and that of the Puerto Rico Lottery in order to ensure that said public policy is executed in its strictest sense.
If such an examination shows that the operation of the Additional Lottery affects the sale of Puerto Rico Lottery tickets, and thus, the income derived by the agents and street vendors of said lottery, the Secretary shall establish a guaranteed complementary income program for these persons. The guaranteed complementary income program for Puerto Rico Lottery agents and street vendors shall be established using revenues accrued in the Contingency Fund created by § 813 of this title. The Secretary shall establish the requirements to be entitled to the complementary income through regulations, as well as the form and manner the Contingency Fund resources are to be distributed.
The Secretary shall present a report to the Legislature on the functioning and operation of the Additional Lottery and on its effect on the Puerto Rico Lottery, as well as a description of the administrative measures, if any, that have been adopted to comply with the provisions of this section. Said report shall be submitted every six (6) months during the two (2) years following the effectiveness of this act, and thereafter, the Secretary shall submit the required report together with the Treasury Department’s budget request, annually.
