For the purposes of this chapter, the following terms and phrases shall have the meaning stated hereinbelow:
(1) Ticket. — Means the printed stub, card or official receipt issued by a vendor in exchange for the corresponding payment as a means of proving the buyer’s participation in the selected wager.
(2) Director. — Means the Director of the Bureau of the Lottery created in the Department of the Treasury by §§ 111 et seq. of this title, or that employee who is duly authorized by the Secretary to perform the duties and powers as Director in the absence of the Director.
(3) Lottery Fund. — Means the Fund created by § 121 of this title.
(4) Wager. — Means the selection of the number and type of game made by the player as evidenced by what appears on the ticket.
(5) Board. — Means the Interagency Board created by this chapter.
(6) Additional Lottery or Additional Lottery System. — Means the active wager or group of wagers whose essential characteristic is that the player is allowed to choose the combination of numbers or digits he prefers. The type or class of game to be implemented shall be specifically determined by regulations, from among the different modes of lotteries that are practiced.
(7) Puerto Rico Lottery. — Means the lottery created by §§ 111 et seq. of this title.
(8) Person. — Means a natural or juridical person.
(9) Purveyor. — Means the person who presents, proposes or offers to purvey goods or services related to the Additional Lottery game authorized by this chapter.
(10) Secretary. — Means the Secretary of the Treasury of the Commonwealth of Puerto Rico.
(11) Vendor of wagers or vendor. — Means any person authorized to sell tickets or shares for the Additional Lottery under the license provided in this chapter. In cases of public employees and their families the provisions and exemptions provided in §§ 1801 et seq. of Title 3, known as the “Ethics in Government Act”, shall apply.
(12) Gross operating income. — Means the total product of the sale to the public of the tickets for all drawings which comprise the Additional Lottery, which shall be deposited into a special account within the Lottery Fund.
(13) Net operating income. — Means the gross operating income less the prizes and the operating expenses of the Additional Lottery, including commissions to the vendors, payments to the service providers according to the contracts, marketing, publicity and promotional expenses and administrative expenses.
