(a) It is hereby directed that the Third Millennium Park in San Juan be denominated as the “Doctor José Celso Barbosa Third Millennium Park”.
(b) The Structures and Public Highways Commission shall take the necessary steps to comply with the provisions of this section, without being subject to the provisions of §§ 178 et seq. of Title 23.
(c) The Department of Transportation and Public Works shall erect a monument in honor of José Celso Barbosa in the “Doctor José Celso Barbosa Third Millennium Park” in coordination with the Institute of Puerto Rican Culture, which shall incorporate to said monument the most significant incidents and contributions of this illustrious man, in the fields of education, medicine, politics, cooperativism, journalism, and the overcoming of racial barriers.
