All employees who meet the requirements established in this chapter for availing themselves of the Voluntary Early Retirement Program for the Employees of the Puerto Rico National Parks Company shall exercise their decision of joining said plan within a term of ninety (90) days [following] the effective date of this act. Every informed decision of an employee to avail him/herself of the Early Retirement Program herein provided shall be considered for all legal purposes final, firm and irrevocable.
In cases whereby it is required to train the new personnel that will only occupy positions as animal caretakers, assistant superintendents, accountants and accountancy analysts that are indispensable and made vacant due to the Voluntary Early Retirement Program herein authorized, it may be possible to recruit those employees who held those positions and availed themselves of early retirement through contracts which shall not exceed a term of three (3) months, without being subject to the provisions of § 1827(e) of Title 3, part of the act known as the “Ethics in Government Act of the Commonwealth of Puerto Rico”, and said positions shall be filled through internal notices for employment.
