If any pit judge, registration judge, maintenance technician, registration judge assistant, operator, owner or administrator of a cockpit fails to perform the functions inherent to his/her office in an efficient manner, the adversely affected person may file, before the Executive Director of the Cockfighting Affairs Office, a compliant [sic] in writing stating the facts and arguments that sustain his/her position. The Executive Director of the Cockfighting Affairs Office may hold preliminary administrative hearings or refer any complaint to the Cockfighting Affairs Commission.
