Any natural or artificial person that operates an educational institution as defined in this chapter without the proper license provided herein shall be guilty of a misdemeanor and upon conviction shall be punished by a fine of not more than five hundred dollars ($500). In the event that one of the educational institutions listed herein persists in operating without a license after having been warned about it by the Secretary of Education or the Higher Education Council, as the case may be, either of the latter may resort to the Court of First Instance of Puerto Rico and obtain an injunction against said institution, which shall be subject to all the legal consequences provided by law.
