Every cooperative school covered by the Loan Security Program shall be bound to offer education free of charge, tuition, monthly payments and any other related cost to poor students whose parents or guardians cannot afford these costs and whose income is lower than the average per capita income of Puerto Rico during the preceding year; Provided, That a proportion of not less than five percent (5%) of the school’s total enrollment shall receive this aid while the security of the Government Development Bank for Puerto Rico is in effect. It being understood that this provision shall take effect in the third year after the school is established and that it shall be the duty of the cooperative to report publicly about this provision.
