§ 1593b. Tutorial programs—Regulation

The Secretary of Education shall define through regulation the norms to implement these programs, and shall also establish an award, incentive and recognition system to encourage the organization of overachieving students in tutorial teams.

To promulgate the corresponding regulations, the Secretary of Education shall take into consideration the following elements, among others:

(a) The program shall be structured in harmony with the curriculum.

(b) Develop an evaluating system that allows the effectiveness of the program to be gauged.

(c) Define the general procedure to implement this program in the schools, so that the data compiled for the evaluations helps to make comparative analyses that contribute to improve the program.

(d) Establish a system of incentives that includes, among others, the following:

(1) Compensations for student tutors and facilitator teachers.

(2) Recognition of students who improve their academic performance under tutorship.

(3) Granting of awards such as cultural trips, for example, to tutors who [show] an outstanding performance.
