The authorization to establish peer tutorial programs shall be based on proposals submitted to the Secretary of Education by groups of [no fewer] than five (5) overachievers from an elementary, junior high or high school who request to be conferred [sic] the category of tutors. Said proposals shall be handled by the Directors of the schools where the peer tutorial programs shall be established.
