§ 1515. Regulations

(a) The Council shall adopt the regulations needed for the execution of this chapter pursuant to the provisions of §§ 2101 et seq. of Title 3. Any approval, amendment or repeal of such regulations, as well as any statement of public interest adopted pursuant to the provisions of this chapter, shall be preceded by public hearings to be held by the Council. No less than thirty (30) days prior to the holding of the hearing, a public notice shall be published in two (2) newspapers of general circulation with the date, hour, place and nature of the hearing, as well as the place and manner of obtaining additional information related to the hearing’s subject matter.

(b) The decision to recommend the approval, amendment or repeal of a regulation or statement of public interest shall require an affirmative vote of no less than two-thirds (2 / 3) of the Council members.
