§ 1507. Council—Constitution and members

(a) Ex officio members of the Council shall be: the Executive Director of the Institute of Puerto Rican Culture, who shall preside; the Secretary of Natural and Environmental Resources; the Director of the Commonwealth Historical Conservation Office attached to the Governor’s Office; and a professional archaeologist from each one of the universities of the island that have courses in that discipline, who shall be designated by the presidents of said universities from among the professors of said discipline, for a term that shall not exceed four (4) years. In the event that the professor thus appointed should no longer be a member of the faculty of the university in question, the President thereof shall appoint another person for the remaining term of the professor-member of the Council thus replaced. The Governor of Puerto Rico, with the advice and consent of the Senate of Puerto Rico, shall also appoint three (3) persons of recognized academic proficiency or experience in the field of underwater archaeology. The initial appointments of these three (3) members shall be made for terms of two (2), three (3), and four (4) years, respectively, and they shall hold office until their successors are appointed and take office. Subsequent appointments shall be made for a term of four (4) years each, until their successors are appointed and take office. In the event of a vacancy, resignation or permanent disability of any of these members, the corresponding appointments shall be made for the remainder of the term of the person [occasioning] the vacancy.

(b) The Council shall be constituted no later than sixty (60) days following the effectiveness of this act. The appointments to fill the vacancies that arise in the Council shall be made following the same procedure used to appoint the replaced member.

(c) The members of the Council shall perform their duties ad honorem. Those members from the private sector shall be entitled to a per diem of fifty dollars ($50) for each meeting they attend or in which they perform official duties. All the Council members shall be entitled to reimbursement for the authorized expenses they incur in the performance of their duties and to the payment of mileage similar to the compensation received for this concept by the employees and officials of the Executive Branch of the Government.
