§ 1358. Implementation

The implementation of this chapter shall be carried out [in] phases during a four-year period at the end of which the implementation process shall have been completed and all the provisions thereof shall be in full force and effect.

To expedite the implementation, the agencies shall prepare a master implementation plan which shall cover all the phases or work areas of each agency and, under the coordination of the Assistant Secretary, the same shall be harmonized and made compatible with each other.

During the first year of effectiveness, and according to the schedule established in this chapter, the following documents shall be produced without this constituting a limitation: a master implementation plan, regulations and procedures for its implementation, and interagency agreements.
