It is hereby declared to be the public policy of the Government of Puerto Rico to facilitate for the People of Puerto Rico those activities that foster and propitiate a cultural and artistic development, among others, as a necessary part of a better quality of life, by granting the necessary financial and other related assistance to institutions or organizations such as the Museo de Arte de Ponce.
