§ 921a. Public policy statement

The policy of the Government of the Commonwealth of Puerto Rico is to establish a Student Travel Program with destinations within and outside of Puerto Rico, with the participation of young people of both sexes from all towns of the Island who are regular high school students of the public schools in the Island, to be selected by means of a special drawing using the facilities of the Puerto Rico Lottery.

Once the number of students who shall participate is established, they, shall be distributed in proportion to the number of students that each educational institution contributes to the total number of students who qualify under the regulations established. A drawing shall be carried out to select those chosen from every school district. Those students who have already traveled under this Program shall not be able to participate.

The objective of this Program is to expose these young participants to other production and social interaction systems, as well as other cultural aspects, thus enhancing their classroom education and intellectually stimulating them through such direct exposure to the achievements of other cultures, in their cultural and social aspects, as well as in technological development. In order to achieve this end, the Program may provide the students with training resources or workshops on cultural, technological or language aspects.
