§ 3. Public education free and nonsectarian—Public funds limited to Commonwealth schools

No public property or funds shall be used for the maintenance of schools and educational institutions other than those of the Commonwealth. Nothing contained in this section shall prevent the Commonwealth from extending to any child noneducational services provided by law for the protection or welfare of children.
