§ 2. Public education free and nonsectarian—Free in elementary and secondary; compulsory in elementary

Education shall be free in the elementary and secondary schools, and, insofar as the facilities of the Commonwealth will permit, elementary education shall be compulsory. Attendance at public schools shall not be compulsory for those who are receiving education in schools established under the auspices of nongovernmental entities.
