The Secretary of Health shall appoint a superintendent who, before taking possession of his/her office, shall give a bond in favor of the Commonwealth of Puerto Rico in the amount of five thousand dollars ($5,000) to guarantee the faithful performance of his/her duty, in the form proposed by the Secretary of Justice, and subject to the approval of the Governor. The Secretary of Health shall appoint teachers and other employees, and the same may be removed from their positions by the above mentioned Secretary of Health; Provided, That said teachers must hold certificates from the Department of Education.
