An institution is hereby created and established in Puerto Rico to be known as the Commonwealth Industrial School for Boys, which shall serve for the detention, reform, education, discipline and practical instruction, both agricultural and industrial, of juvenile delinquents, and which shall be annexed to the Public Welfare Division, Bureau of Institutions, of the Department of Health.
