Any natural or [juridical] person who is engaged or is to be engaged in Puerto Rico in placing children in homes for adoption, foster homes or private institutions taking care of children, should hold a license for such purposes, issued by the Secretary of the Family. The minor’s parents are excluded from the provisions of this chapter.
