(1) Religious organizations.— A community, charity, or religion-based organization having a contract with the Government of the Commonwealth of Puerto Rico, its agencies, or its instrumentalities shall maintain its freedom from the Government, including its control over the definition, development, practice, and expression of its religious beliefs.
(2) Additional safeguards.— The Government of the Commonwealth of Puerto Rico shall not require community, charity, or religious organizations to do any of the following:
(a) To alter their internal government, or
(b) to remove religious art, sculptures, or other symbols to be eligible to establish contracts with the Government to provide assistance, accept certificates, or other forms of disbursements for a program established pursuant to § 1011(b)(1) of this title.
