If the Government, its agencies, or its instrumentalities exert their authority under § 1011 of this title, the religious organizations are eligible under the same basis as any other private organization as contractors to provide assistance, or to accept certificates, or any other form of disbursement, under the programs described in § 1011(b) of this title, as long as the implemented programs are consistent with the separability clause of the Constitution. The Government of the Commonwealth of Puerto Rico shall not discriminate against an organization that requests to participate as a contractor to provide assistance, or to accept certificates and other forms of disbursement strictly on the basis of the religious nature of said organization.
