Every manufacturer who sells assistive technology equipment to a consumer or purveyor, whether directly or through a supplier, distributor or authorized dealer, shall provide a written guarantee that includes the equipment as well as its complementary parts and any change or adjustment done thereto. Said express guarantee shall cover a term of no less than a [one (1)] year starting from the time the equipment is delivered to the consumer. The assistive technology equipment shall be covered by the guarantee, even if the manufacturer, supplier, distributor, authorized dealer, or authorized lessor fails to provide the express guarantee. No assistive technology equipment shall be sold or leased if previously returned by a consumer or purveyor in Puerto Rico, the United States and its territories because of a defect thereof.
