The amount of assistance which a recipient shall receive shall be determined in accordance with the rules and regulations of the Division, with due regard to his/her application, his/her requirements, and the income and resources available to him/her, except in the case of a recipient of assistance to the blind, in which case the first eighty-five dollars ($85) monthly obtained by him/her by his/her own work or as a profit from business administered by him/her shall not be reckoned as resources; Provided, further, That the Division may vary this amount in the future so as to adjust it to other amendments of the federal act, or may apply the same to other categories of assistance, should Congress so provide as a requirement in such categories; Provided, further, That income in addition to the eighty-five dollars ($85) monthly which the recipient of assistance to the blind may obtain shall be estimated at half, for the purpose of deciding his/her eligibility and the amount of assistance to be received.
