Public assistance shall be granted under the provisions of §§ 1–26 of this title to any needy person aged eighteen (18) years or over who is not receiving public assistance under any other category, and who according to the norms established by the Public Welfare Division is found to be totally and permanently disabled to earn his/her livelihood.
