The petitioner must file the opening brief with the clerk and serve it on the other parties no later than 60 days from the date of the clerk's notice of receipt of the Commission record, as provided in Rule 23(c). Briefs must be filed as provided in ARCAP 15(c) and served as provided in Rule 23(d).
