The presiding judge shall appoint qualified persons to serve as interpreters in court proceedings who shall be under the supervision of the court administrator. It shall be the responsibility of counsel or a party in need of the services of an interpreter to notify the court administrator at least twenty-four hours in advance of the hearing.
