Criminal matters except as specially assigned shall be heard on the law and motion criminal calendar at such time as the judge of each division shall designate in writing, which shall be posted in the office of the clerk. Oral argument shall be had on all motions and petitions except as provided otherwise by rule or law or deemed unnecessary by the court.
