Section 3-4 - Failure to Answer

. If the confidential intermediary or training organizati on so charged shaII fail to answer the complaint as provided above, the Commission may proceed to hear the complaint and make its final recommendation, or the Commission may proceed to remove the confidential intermediary or training organization on the basis of failure to answer.
