The hearing officer shall recommend a decision to the director within 45 days of the initial request for hearing and shall mail or deliver the recordings of the hearing to the Director.
(a) The parties shall have a reasonable opportunity to file exceptions to the findings of fact and the recommended decision.
(b) The decision shall be in writing and shall state the decision and findings of fact concerning all matters at issue in the hearing. The director shall mail, or personally deliver, a written copy of the findings of fact and the recommended decision to each of the parties.
(c) The decision of the director shall be binding upon both parties unless the decision is appealed.
