Section 56-3-48 - First Aid Equipment48.1. First aid stations and equipment - Each operator of a surface coal mine, tipple, and preparation plant shall maintain a supply of first aid equipment. First aid equipment shall be located within one thousand (1,000) feet of the working pit, unless a ten (10) unit first aid kit is provided in the pit. When ten (10) unit kits are provided in the pit, such first aid equipment may be maintained within two thousand (2,000) feet of the pit area.48.2. Each first aid equipment kit shall contain the following:(2) One (1) broken-back board, or approved combination stretcher.(3) Twenty-four (24) triangular bandages.(4) Eight (8) four-inch (4") bandage compresses.(5) Sixteen (16) two-inch (2") bandage compresses.(6) Twelve (12) one-inch (1") adhesive compresses.(8) Two (2) approved blankets.(9) One (1) rubber blanket.(10) Two (2) tourniquets.(11) One (1) one-ounce (1 oz.) bottle of aromatic spirits of ammonia.(12) Two (2) inflatable plastic leg splints.(13) Two (2) inflatable plastic arm splints.(14) Six (6) small splints, metal or wooden.48.3. Proper storage of first aid supplies. 48.3.1. All first aid supplies required to be maintained shall be stored in suitable sanitary, dust-tight, moisture proof containers and shall be accessible to the miners.48.4. Automated external defibrillator (AED) unit. One AED shall be required to be stored on the permitted area of all surface operations in a controlled environment in accordance with manufacturers' recommendations. All mine personnel shall be trained on the operation of the AED, and a written record shall be retained.48.5. Emergency arrangements. 48.5.1. Each operator of a mine shall make arrangements with a licensed physician, medical service, medical clinic, or hospital to provide emergency medical assistance while any person is on duty at a mine.48.5.2. Each operator of a mine shall make arrangements with an approved ambulance service or otherwise provide for an approved emergency transportation while any person is on duty at a mine.48.5.3. Each operator shall have arrangements made with an ambulance service, or other emergency transportation facilities for injured persons to be transported from the work site to a licensed physician, medical service, medical clinic, or hospital provided pursuant to subsection (b) above, while people are actually employed at the operation.48.5.4. Each operator of a surface coal mine shall immediately after making arrangements required under this section, or immediately after any change of such agreement, post at the appropriate places at the mine, the names, titles, addresses, and telephone numbers of all persons and/or services currently available under such arrangements to provide medical assistance and transportation of injured persons at the mine.48.6. Emergency communications. 48.6.1. Each operator of a surface mine shall provide two (2)-way communication at all times miners are present between all work sites at the mine and an emergency communication center which may be at the mine office or elsewhere at the mine.48.6.2. Each operator of a surface coal mine shall establish and maintain a direct two-way (2) communication system from such emergency communication center at the mine to the nearest point of medical assistance for use in an emergency.48.6.2.a. The emergency communication system shall be by telephone.48.6.2.b. If telephone communication from the emergency communication center to the nearest point of medical assistance is not possible at any one (1) mine, the director may allow by permit such communication by radio transmission to any emergency assistance facility (e.g., state police, sheriff, local hospital) which has available the means of communication with the person or persons providing the requisite emergency medical assistance or transportation.
