All small arms competitive programs will be conducted as training. Equipment, targets, weapons and ammunition, to support unit level marksmanship training is authorized, forecasted, and issued through organizational Property Book Officers (PBO). The same type activities to support the state level marksmanship training program are conducted through the Small Arms Readiness Training Section's (SARTS) PBO.
